The District's Organics Recycling program will begin in the fall of 2018. The District's decision to provide an organics recycling program is pertinent now that Governor Brown signed AB 1594 into law which mandates that green waste used as Alternative Daily Cover (ADC) at landfills will no longer receive diversion credits effective January 1, 2020, State law requires local agencies to divert 50 percent of solid waste away from landfills. Many agencies will not meet the 50 percent mandate when ADC is no longer receiving diversion credits unless they find other means for disposing their green waste. As technology, disposal rates, and various regulations have changed, we are at the next stage of solid waste management. The new regulations will have economic and operational impacts on every community in California. Organic waste collected in MCSD's service area is taken to CR&R's Anaerobic Digestion (AD) Facility in Perris, CA. The anaerobic digester is a state of the art technology that will convert green waste and food scraps into renewable natural gas.

SB 1383
Consistent with Section 39730.5, methane emissions reduction goals shall include the following targets to reduce the landfill disposal of organics:

(1) A 50-percent reduction in the level of the statewide disposal of organic waste from the 2014 level by 2020.
(2) A 75-percent reduction in the level of the statewide disposal of organic waste from the 2014 level by 2025.
