Sergio Contreras

Sergio Contreras was elected to the Board of Directors of the Midway City Sanitary District in November 2018.
Sergio Contreras is a longtime community leader and public servant with more than 20 years of experience delivering results for local residents. His work has focused on protecting essential public services, strengthening accountability, and advancing public education.
Sergio served on the Westminster City Council from 2012 to 2020, where he led the largest upgrade to the city’s park system since 1996, a $10.4 million investment impacting 22 park facilities. During his tenure, he oversaw Westminster’s first general plan update in decades, installed emergency call boxes in all city parks to enhance public safety, and championed the addition of outdoor fitness equipment to promote public health. All of these improvements were accomplished without increasing taxes, honoring his commitment to do more with limited resources.
While on the City Council, Sergio modernized the Westminster Family Resource Center, established the city’s first Community Preservation Unit, and created Westminster’s first Parks and Recreation Facilities Master Plan. He also led the creation of the Mendez Tribute Monument Park and the Mendez Freedom Walking and Biking Trail, the nation’s first public monument recognizing the landmark Mendez v. Westminster civil rights case that helped end school segregation across the United States.
Sergio began his public service career on the Westminster School Board, serving from 2004 to 2012, including as Board President. During that time, he expanded after-school programs, increased access to extended learning opportunities in English and math, strengthened music, arts, and technology programs, and ensured Westminster became the first school district in Orange County to offer full-day kindergarten at all sites. He also played a key role in extending instructional time for early grades and modernizing school campuses to improve safety.
Currently, Sergio serves as Executive Director of United for Student Success at the Orange County United Way, where he leads regional efforts to improve educational equity, build partnerships, and direct resources toward increasing high school graduation rates for disadvantaged students.
Previously, Sergio worked as District Director for California’s 56th Assembly District, contributing to effective governance at the state and local levels. He has also served as a Westminster Police Chief’s Commissioner and as a member of the Orange County District Attorney’s Advisory Commission, focusing on public safety and community protection.
Sergio continues to give back through extensive volunteer service. His past roles include membership on Westminster’s Community Advisory Group, Cultural Arts Commission, Advisory Committee for the Disabled, Planning Commission, and the Board of Trustees for the Orange County Vector Control District from 2012 to 2020, where he helped safeguard public health countywide.
Today, Sergio continues his commitment to public health and environmental stewardship as a member of the Midway City Sanitary District Board of Directors, working to keep Orange County communities clean and livable.
A first-generation American, Sergio was born, raised, and educated in Orange County and was the first in his family to attend college. He earned his Associate degree from Orange Coast College and both his Bachelor’s degree in Criminal Justice and Master’s degree in Public Policy and Administration from California State University, Long Beach.
