1- 2025-26 Sewer Main Rehabilitation Project

The Notice Inviting Bids and complete RFB package is available for download below. This project consists of the rehabilitation of 35 Vitrified Clay Pipe (VCP) sewer main segments using Cured-In-Placed (CIPP) technology. Components of this project will include:  1) Mobilization; and 2) Pre-Installation CCTV Inspection; and 3) Standard Pipe Cleaning: and 4) CIPP Installation; and 5) Traffic Controls; and 6) Sewage Bypasses; and 7) Service Reconnections; and 8) Manhole/Wall Interface Sealings; and 9) Post-Construction CCTV Inspection; and 10) Testing if requested by the District.

3- Sewer System Condition Assessment Project

This project seeks to evaluate the condition of the District’s wastewater collection system by analyzing the Closed-Circuit Television (CCTV) and manhole inspection data completed by the District’s Contractor in January 2025. Using these existing datasets, the selected Consultant will assess structural and operational deficiencies, perform risk-based prioritization, and develop a 5- and 10-year Capital Improvement Plan (CIP) consistent with State Water Resources Control Board Order No. 20220103-DWQ and NASSCO PACP/MACP Version 8 standards.

4- CMSD & MCSD Standard Specifications & Drawings Development Update Project 

This project is a joint effort by the Midway City Sanitary District (MCSD) and Costa Mesa Sanitary District (CMSD) for the purpose of developing and updating standard drawings and specifications and sharing the costs.  The Scope of Work (SOW) generally consists of an engineering consulting firm developing and updating standard drawings and specifications for the two agencies, tailoring the joint drawings and specification per specific agency requirements, and delivering a final set of drawings and specifications to each agency. CMSD will be the Project administrator and manager for this Project effort.
